OBJECT: The proposed project concerns the implementation of the institutionalized but not yet activated National Register for the Recording and Monitoring of Geothermal Sites (EMKPAGES). In addition, actions will be carried out to promote the commercial utilization of geothermal sites. To this end, the following major activities are foreseen:
A. Development of a specialized information infrastructure for the mapping and dissemination of data, to be implemented using geospatial database technology. Existing data on geothermal sites will be converted into a format suitable for storage in a geospatial database (vector form and related tables) and entered into the system to be developed. The information infrastructure will be interconnected with the EAGME website, through which it will be accessible, and will also have the capacity to link with the legally mandated “National Register of Geothermal Utilization Sites” (EMSAGE) of the Directorate of Development and Policy (DAP) under the General Directorate of Mineral Raw Materials (GDOPY) of the Ministry of Environment and Energy, once it becomes operational. Furthermore, a pilot operation of the application will take place to verify and certify its proper functionality.
B. Institutional support for the activation of the Register, in accordance with the provisions of Law 4602/2019.
C. Creation of certification schemes for geothermal sites based on their potential uses. The design will include the establishment of rules, guidelines, and criteria defining the characteristics of activities related to the commercial exploitation of geothermal sites upon full implementation. The project also includes publicity actions to raise awareness of the Register’s existence and significance, ensuring maximum impact and utilization of its results, as well as documentation of the Institutional Framework with recommendations for its enhancement, in line with EAGME’s responsibilities regarding business development (Regulatory Act Proposals). Finally, the project will be supported by the necessary legal assistance to ensure the smooth and timely execution of procedures related to the tendering process.
The contract concerns Subproject 1 of the Action entitled “Enhancing Entrepreneurship in the Field of EAGME’s Responsibilities”: Subproject 1 — Development of the National Register for the Recording and Monitoring of Geothermal Sites (EMKPAGES).
The services fall under the following Common Procurement Vocabulary (CPV) codes: 79400000-8 [Business and management consultancy services], 79411100-9 [Business development consultancy services], 72000000-5 [Information technology services: consultancy, software development, internet, and support].
The estimated contract value amounts to €472,100.00 excluding VAT and €585,404.00 including 24% VAT.
The contract duration is set at eight (8) months from the date of signing.

The contract will be awarded to the most economically advantageous offer based on the best price-quality ratio.
