Mr. Dionysios Gkoutis is a graduate of the Department of Geology and Geoenvironment at the National and Kapodistrian University of Athens and holds an M.Sc. in Geotechnical Engineering from the School of Civil Engineering, University of Birmingham, UK.
He has extensive professional experience in both the UK and Greece as a consultant on public and private infrastructure projects, specializing in geotechnical and geological studies, as well as broader geotechnical design and supervision of geotechnical works.
He has also participated as a member of scientific teams in the implementation of applied research programs on natural hazards, focusing on the identification and analysis of risks associated with slope failures, landslides, rockfalls, subsidence, etc., as well as their impacts on engineering structures and the geoenvironment.
He has been an elected member of the Board of Directors of the Geotechnical Chamber of Greece (GEOTEE) since 2014, representing the Chamber in numerous ministerial working groups, legislative committees, and related bodies. He has also been appointed as the Chamber’s representative on the Advisory Committee for Studies (G.E.M.) of the Ministry of Infrastructure and Transport.
From October 2019, he served as Deputy Director General of Projects at HSGME, overseeing and coordinating all research projects of the Authority with a total budget of €24.8 million.
He currently holds the position of Director General of the Hellenic Survey of Geology and Mineral Exploration (H.S.G.M.E.).
