DEPARTMENT OF MINE INSPECTION AND ADVISORY.

The Department of Mine Inspection and Advisory (GNOMEM) operates under the Directorate of Mineral Resources and Mining (DOMPE) of EAGME. Its role is to provide advisory and supervisory functions in line with Greek mining and quarrying legislation (Laws 274/1976, 4512/2018, Legislative Decrees 4433/1964 and 210/1973), as well as assignments from the Ministry of Environment and Energy.

Historically, a key activity of the Institute of Geology and Mineral Exploration (IGME, now EAGME) was to deliver technical opinions and inspections mandated by the Ministry, supporting the issuance of administrative decisions under the existing mining and quarrying laws. These responsibilities were carried out by the former Directorate of Mine Inspection and Advisory, under provisions such as Laws 210/73, 273/76, 274/76, 669/76, 1428/84, 2115/93 and Presidential Decree 285/79.

Today, under Law 4602/2019, the Department of Mine Inspection and Advisory continues as part of the Directorate of Mineral Resources and Mining of EAGME, with the same mission.

In practice, the department’s work includes: preparing three-year activity reports for private mining concessions, evaluating techno-economic studies submitted by applicants for mining licenses, issuing opinions on whether certain minerals fall under quarrying categories (such as marble, aggregates, industrial minerals), providing advisory input on exploration works, and submitting proposals for declaring state-owned areas as eligible for exploration. These activities ensure compliance with the Mining Code and support transparent decision-making by the competent authorities.

It should be noted that the department’s advisory role is consultative, supporting decision-making on mining issues by the Ministry of Environment and Energy and the Decentralized Administrations.
