ADMINISTRATIVE SERVICES AND PAYROLL DEPARTMENT.
The Administrative Services and Payroll Department (DYM) operates under the Directorate of Financial and Administrative Services (DODY) and is responsible for:
- designing and managing systems for human resources administration and development,
- preparing and submitting detailed payroll statements of staff to the Single Payment Authority,
- organizing recruitment competitions, maintaining personnel records, and providing full administrative support,
- drafting proposals to the Board of Directors for decision-making on the above matters.
Additional responsibilities of the Department for fixed-term and other staff categories include:
- keeping the central registry and service archives, handling incoming and outgoing correspondence, validating copies, and processing invoices from courier companies serving Central and Regional Units,
- managing all employment and payroll matters for staff under fixed-term, project-based, and other contracts, including contract preparation, renewals, expirations, payroll processing, tax and contributions, and coordination of employment programs (e.g., through OAED),
- issuing certificates and employment confirmations for current or former staff, often requiring consultation of older archives due to long-term record gaps,
- maintaining and analyzing the personnel database to monitor workforce composition and changes,
- assessing staffing needs, classifying staff by category, grade, or specialty, and supporting workforce planning,
- handling all administrative matters concerning employees, ensuring compliance with existing regulations and administrative codes,
- posting relevant departmental or Directorate decisions to the national transparency platform “DIAVGEIA,”
- updating personnel files and ensuring accurate record-keeping,
- supervising employee attendance and working hours through available monitoring systems,
- ensuring proper recording of staff leave, issuing leave-related decisions, and overseeing procedures for overtime approval and record-keeping.
The Department also prepares, evaluates, and designs job descriptions and qualifications for all positions within the EAGME, as a supervised body of the Ministry of Environment and Energy (YPEN).
